John Bernard is on assignment as Washington Policy Center’s Senior Fellow for Government Accountability. He is a nationally recognized authority on government accountability and transparency and author of two books, Business at the Speed of Now and Government That Works, The Results Revolution in the States, as well as dozens of columns, blog posts, podcats, and whitepapers. His book on government was endorsed by four governors, a member of the UK’s House of Lords, and several well-known CEOs and leadership experts.
As Chairman and Founder of Mass Ingenuity based in Portland, Oregon. John developed a system of management that he deployed in government agencies across the country for the past 20 years. His system leverages the disciplines of lean to the work of management. He learned about lean in the business world where he worked as an executive for Omark Industries, Electro Scientific Industries, and Standard Insurance. John was external advisor to Governor Jay Inslee on the formation of Results Washington. He has worked with seven governors, 14 states, over 100 state agencies, as well as cities, counties, boards and commissions, and the U.S. EPA, USDA, and the Social Security Administration. He served as a Senior Fellow for the Governing Institute and for years wrote a column for Governing Magazine.
John was born and raised in Milwaukie, Oregon where both his father and brother served as mayor. He is a graduate of the University of Portland with a BA in Mass Communications/Journalism and worked initially as a journalist. He and his wife Tori Ann live in Camas.
