Idaho Senate Bill 1164 (SB 1164) would improve the efficiency and transparency of the building permit process in Idaho. Builders, homeowners, and developers often face unclear permit requirements and inconsistent permitting timelines that stall projects and increase costs. These inefficiencies not only burden applicants but also hinder local governments' ability to manage growth effectively.

A similar bill, if introduced in Washington, would help relieve the housing shortage and help to reduce housing costs.

According to the Mountain States Policy Center, building permit delays are estimated to be 6.5 months in Washington. The Building Industry Association of Washington (BIAW) estimates the total cost of regulation on a new median priced home in Washington is $203,976.

Senate Bill 1164 addresses this problem by establishing clear guidelines for both applicants and local governments. It creates a structured framework that ensures timely reviews, transparency, and accountability in the permit process.

Local governments must provide a comprehensive document detailing the requirements for building permits. This document must be accessible online and available in physical form upon request.  Applicants are required to make a good faith effort to submit complete applications containing all necessary documentation as outlined in the local government’s requirements document. This provision ensures that both parties, applicants and local governments share responsibility for an efficient process.

For residential building permits, local governments must review applications within ten business days of receipt. For commercial permits, the review period is extended to twenty business days.

If an application is incomplete, local governments are required to notify applicants within the review period deadline of the additional information that is missing. Applicants and local governments may agree to extend these timelines if additional time is needed for completeness determinations. Local governments must provide written explanations before requesting such extensions.

The streamlined process reduces uncertainty and delays, allowing projects to proceed more efficiently. Clear timelines also help applicants plan their projects with greater confidence which will reduce the cost of the permit process and ultimately, the cost of the home.

Construction projects, whether residential or commercial, are vital drivers of economic activity, creating jobs and stimulating local businesses. Efficient permitting processes ensure that these projects can move forward without unnecessary roadblocks.

Washington State legislators should take a leaf out of Idaho’s legislative book and introduce similar legislation.
